Personality
She is quiet most of the time but when she talks no one really understands her (expect Shikimaru and Chouji) it is not that she does not speak the same language the problem is she mostly talks like a doctor Seuss book ( in other words she has her own vocab that she uses ) like she calls hotdogs "rolls" and she calls people by their birth name though;
She is crass to Ino ( but that is because they are somewhat similar ) Etsu is into high fashion and when not in her ninja wear she is seen wearing the latest treads. she is obsessed with looking cute so she wears make-up most of the time and refuses to have people look at her without it ( mainly for being picked on when she was younger for having a boyish face)she cares about her body weight as well.

Relationships
she is in love with Chouji and often refers to him as teddy bear ( Ino is completely confused as to why she likes Chouji )
she was never very good at cooking but she tries her best ( in the next gen she has her own restaurant) in order to make Chouji happy ( i am pretty sure he said something to Ino before about how he wants a girl that can cook) despite most of her dishes being bad ( pre-timeskip) he eats them anyway.

Back story
She lives in a compound inside the Konoha forest ( the Fuyu clan is the first line ( mainly because their clan is so massive ( most people have 6 or 7 kids )  she went to class like the rest of them
she did not get entered in the original chunin exams ( like team 7)
she was bullied somewhat by the other girls in her class (she was in a different class) mainly because of her boyish looks
because of this she is really insecure ( she has always wanted to be a "popular" girl)

and that is pretty much it i wanted to give her a pretty simple life
